Rob Lane was present in the presentation of the United Way Awards filling in for Alex Young.

Superintendent Lori White stated how proud she is of this organization that during times when there is so many challenges, the economy and many of our organizational/employee families are having difficulties that they still come forward and are so generous with their dollars because they see the difference organizations like the United Way makes with their families or see the needs and the needs are greater than ever.  It makes her very proud of the people in this organization.

Board Chair Caroline Zucker thanked Sherri Reynolds for the driving force behind the contributions for United Way.

10. APPROVAL OF THE ADDENDUM TO THE 2008-2009 INTER-INSTITUTIONAL ARTICULATION AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND THE MANATEE COMMUNITY COLLEGE TO PROVIDE THE COLLEGE PLACEMENT TEST TO ELIGIBLE HIGH SCHOOL STUDENTS
Description

Florida's Expanded Postsecondary Readiness Assessment (EPRA) project addresses the Senate Bill 1908 requirement to expand the college and career readiness assessment of high schools students in order to improve access to postsecondary education and to extend opportunities for postsecondary readiness remediation to students before graduation.  Through this addendum, both parties agree to cooperatively implement EPRA by expanding the delivery of the College Placement Test (CPT) to eligible eleventh grade high school students.

11. APPROVAL OF THE HOW-TO'S OF ARTS ADMINISTRATION AND MANAGEMENT GRANT APPLICATION TO THE COMMUNITY FOUNDATION OF SARASOTA'S WELLER ARTS GRANT PROGRAM FOR BOOKER HIGH SCHOOL
Description
COMPETITIVE: Grant funds of $4,895 will be used to help Booker High School students learn business and management skills for arts-related careers.

INSTRUCTION

12. APPROVAL OF THE SARAOSTA HIGH SCHOOL 9-12 JROTC FIELD TRIP TO PARRIS ISLAND, SOUTH CAROLINA ON JUNE 1, 2009 THROUGH JUNE 5, 2009
Description
This is an annual requirement of all JROTC cadets to attend JROTC Cadet Leadership Challenge (JCLC).  This is a summer camp activity that will be hosted by the United States Marine Corps and will be an exceptional leadership opportunity for all attending cadets.

Recommendation
That the Sarasota high school 9-12 JROTC field trip to Parris Island, South Carolina on June 1, 2009 through June 5, 2009 be approved.

EXPULSIONS

13. APPROVAL OF EXPULSION CASE NO. 09-303
Description

The student listed in Expulsion Case No. 09-303 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On February 25, 2008, the student listed in Expulsion Case No. 09-303 violated School Board Policy 5.34(1)(d) Battery on Another Student.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 4, 2010.



Recommendation

That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 09-303 to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2008-2009 academic year, the 2009 summer session and the entire 2009-2010 academic year.

Description

The student listed in Expulsion Case No. 09-159 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On October 31, 2008, the student listed in Expulsion Case No. 09-159 violated School Board Policy 5.32(1)(e), Battery on a School Board Employee.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until January 15, 2010.

Description

The student listed in Expulsion Case No. 08-391 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On April 28, 2008, the student listed in Expulsion Case No. 08-391 violated School Board Policy 5.34(1)(g), Use of Profane, Obscene or Abusive Language, Bullying, Harassment.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until May 12, 2009.

MATERIALS MANAGEMENT

20. APPROVAL TO AWARD BID #9112 FOR MOVING SERVICES FOR RELOCATABLE BUILDINGS
Description
Bids to provide 'Moving Services for Relocatable Buildings' were received from four vendors on March 24, 2009.  The bids of R.E. Johnson & Son, Inc., and Brownie Moving and Heavy Hauling were the best low bids meeting the advertised specifications based on a sample scenario.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the capital budget allocated to the Construction Services Department.

Recommendation
That the bids of R.E. Johnson & Son, Inc., and Brownie Moving and Heavy Hauling, to provide 'Moving Services for Relocatable Buildings' in an amount not to exceed $200,000.00, be approved for award and purchase.

21. APPROVAL TO AWARD BID #9051 FOR CARPENTRY SERVICES - TIME AND MATERIALS
Description

Bids to provide 'Carpentry Services - Time and Materials' were received from six vendors on March 31, 2009.  The bids of Hawk's Nest Construction, Howell Construction Group, Inc., and O'Dell, Hall, and Associates, Inc., dba Walrus Construction were the best low bids meeting the advertised specifications based on a sealed scenario.  The bid of Jade Mailloux and Sons General Contracting, Inc., is non-responsive to the requirement of owning and operating the existing bidding company for a minimum of three years prior to bid submittal. This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the capital budgets allocated to the Facilities Services and Construction Services Departments.   



Recommendation
That the bids of Hawk's Nest Construction, Howell Construction Group, Inc., and O'Dell, Hall, and Associates, Inc., dba Walrus Construction to provide 'Carpentry Services - Time and Materials' in an amount not to exceed $300,000.00, be approved for award and purchase.

CONSTRUCTION

22. APPROVAL OF CONTRACT FOR CONSTRUCTION FOR THE RIVERVIEW HIGH SCHOOL - BUILDINGS #4 (FIELD HOUSE), #7 (CYESIS) & #8 (PLANETARIUM - SCIENCE CENTER) PROJECT
Description
Under the terms of the 6/20/2008 (Item #40) Board approved "Agreement between Owner and Construction Manager for Pre-Construction & Bidding Services", the Executive Director of Construction Services and two (2) members of the Professional Services Selection Committee (PSSC) have successfully negotiated a contract with W.G. Mills, Inc. for the Riverview High School - Buildings #4 (Field House), #7 (Cyesis) and #8 (Planetarium - Science Center) project.  This contract was negotiated on 2/11/2009.  The 6/20/2006 agreement included pre-construction and bidding services only.  This Contract for Construction includes only Buildings #4 (Field House), #7 (Cyesis), and #8 (Planetarium-Science Center).  The scope shall include renovation of Building #4, remodel of Building #7, construction of Building #8 and associated work as identified in the contract documents.  A separate contract will be negotiated at a later date for the balance of the construction of this phased project.  The Guaranteed Maximum Price (GMP) of this contract is $4,589,798.00.  This contract is available for review at the Construction Services Department.  The School Board attorney has approved the use of this contract.  Funds for this contract are available in the project budget account. 

Recommendation
That the Contract for Construction for the Riverview High School - Buildings #4 (Field House), #7 (Cyesis) and #8 (Planetarium -Science Center) be approved as presented.

23. APPROVAL OF NON-EXCLUSIVE UTILITY EASEMENT AT ELEMENTARY SCHOOL "I" BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA AND FLORIDA POWER & LIGHT COMPANY
Description

This easement will assign an easement for the construction, operation and maintenance of underground electric utility facilities (including wires, cables, conduits, and appurtenant equipment) to be installed from time to time; with the right to reconstruct, improve, add to, enlarge, change the voltage, as well as the size of and remove such facilities or any of them within an easement ten (10) feet in width.  This easement has been approved by the School Board attorney.



Recommendation
That the Non-Exclusive Utility Easement at Elementary School "I" between The School Board of Sarasota County, Florida and Florida Power and Light Company be approved as presented.

24. ACCEPTANCE OF CONSTRUCTION PROJECT COMPLETION AND APPROVAL OF FINAL PAYMENT TO CONTRACTOR
Description
The substantial completion dates and final contract amounts are summarized on the enclosure for ease of review.  All work has been completed and all required close-out documents have been received from the contractor.  The Executive Director of Construction Services has determined that the projects are complete in accordance with state statutes.

Recommendation
That the cited construction projects be accepted as complete and the final payment to contractors be approved as presented.

FINANCE

26. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE PERIOD ENDING FEBRUARY 28, 2009
Description
The Superintendent's Financial Statements for the month ending February 28, 2009, does not reflect any unexpected trends for the 2008-09 fiscal year.  The General Fund currently shows a fund balance of approximately $141 million.  However, budgeted deficit spending in the General Fund in future months will decrease this balance as the fiscal year ends due to State revenue shortfalls and reduced property tax revenues.  The Food Service Fund revenues overall continue to be flat.  The money the District receives through the Free and Reduced Meals Program has increased approximately 19%, but revenues received from students paying full price or purchasing al a carte meals has decreased over 10%.  Expenditures have remained steady from the prior year.  The District made an arrangement with the Tax Collector in December for their office to invest some of the District tax revenue money since they are receiving a better interest rate than the District.  This is the cause of the large Due from Other Agencies amount in both the General and Capital Projects Funds.

28. APPROVAL TO ADVERTISE CHANGES TO SCHOOL BOARD RULE 6.911, SICK LEAVE BANK
Description
Revisions have been made to School Board Rule 6.911, Sick Leave Bank, to make it consistent with language in the Collective Bargaining Unit Agreement between the School Board and SC/TA.

Recommendation

New Business
29. APPROVAL OF THE AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND THE RIVERVIEW HIGH SCHOOL FOUNDATION
Description

Consistent with the adopted High School Educational Specification, the Board and the Riverview Foundation are entering into a partnership to pay for the construction of and equipment for a Science Center on the campus of the new Riverview High School.  The agreement provides that the School Board will build and equip the Science Center as part of its construction of a rebuilt Riverview High School campus.  It further provides that the Foundation will pay to the School Board a total of $345,788 to be applied to the cost of construction and equipment of the Science Center.

Sarasota County and the School Board are collaborating on the design, construction, maintenance, and use of Elementary School I to increase the capacity in the county for general population emergency sheltering. This agreement provides $600,000 to the school district to expand the Enhanced Protection Area requirements in the new school.
